Developing reservoir fisheries, building brands for the domestic market

Deputy Minister of Agriculture and Rural Development Phung Duc Tien said that in recent years, reservoir aquaculture has developed but is not worthy of its potential and advantages, so it is necessary to have orientation, model building, and production spread to have a solid step, thereby building a seafood brand for the domestic market.

According to a report by the Department of Fisheries, Vietnam is a country with great potential for reservoir fish farming. Specifically, the country currently has 23 provinces with the potential for developing reservoir fisheries, with over 29,000 cages on rivers, reservoirs; 1,250 lakes have aquaculture activities; 13 reservoirs have an area of over 5,000 hectares. Among them, Hoa Binh, Son La, Na Hang, Thac Ba, and Tri An lakes are a group of reservoirs with high aquaculture potential. These are artificial reservoirs formed from this hydroelectric dam project, capable of developing aquaculture in the direction of sustainable and commodity production, bringing high and stable economic efficiency to farmers to ensure long-term benefits and a responsible fishery committed to the community.

In recent years, to promote aquaculture development, the Ministry of Agriculture and Rural Development has issued many documents directing and guiding localities and farmers on crops, production management, to prevent and protect against heat, rain and storms; Guide the management of aquaculture in cages and rafts. At the same time, organized working groups to grasp the situation of aquaculture in localities and issued 621 registration certificates certifying cage fish farming facilities.

However, there are still many difficulties in developing aquaculture on the reservoir such as: propaganda work and registration guidance of some local authorities is still slow. The number of small farming establishments still accounts for the majority; many establishments have used land use rights certificates as collateral for banks to borrow production capital, so they have difficulty converting the land conversion purpose; Many aquaculture establishments do not have water surface land lease contracts for aquaculture according to regulations.

Speaking at the national fisheries conference with the theme "Development of reservoir aquaculture", Vice Chairman of Hoa Binh Provincial People's Committee Dinh Cong Su said that Hoa Binh is a locality with a favorable geographical location when Bordering Hanoi Capital, there is a large Hoa Binh hydroelectric reservoir area, so there is great potential for developing aquaculture on the reservoir. With a large water surface area, aquaculture is considered one of the distinct potentials and comparative advantages of the province.

Notably, the agriculture and fisheries sector is one of the fields that contributes a high proportion to the growth of the industry, mainly cage fish farming on the Da River lake bed. Currently, the whole province has 2.7 thousand hectares of water surface and 4.94 thousand fish cages, with an estimated harvest of 9.21 thousand tons. Da River fish and shrimp products are famous throughout the provinces and cities nationwide, creating a large source of revenue for the province and for people working in fishing and aquaculture on the Da River.

In order to promote the development of the fisheries industry, including products from Da River fish and shrimp; to promote promotion and affirm the brand, associated with agricultural products, Deputy Minister Phung Duc Tien requested localities to investigate, survey and evaluate the potential of aquaculture and plan to develop appropriate reservoir fish farming. suitable for each ecological region, in which Hoa Binh province is one of five provinces with great potential for developing reservoir aquaculture.

At the same time, localities with reservoir areas continue to develop mechanisms and policies to attract and create conditions for businesses to invest in seed production, commercial farming, processing and selling products to reservoir fish farmers. For Hoa Binh province, it is necessary to urgently approve the Hoa Binh hydroelectric reservoir fisheries development project associated with tourism by 2030 and effectively deploy the project; Prioritize investment resources in infrastructure for concentrated cage and raft fish farming areas on Hoa Binh Lake.

In addition, it is also necessary to strictly comply with current legal regulations on production conditions, registration for code issuance, and food safety certification for cage farming facilities. Mobilize seafood processing enterprises to pay attention to building closely linked farming areas and connect with farming facilities through product purchasing contracts with investment, financial support, and shared responsibility in supervising and monitoring the production process.
