Hue city: Proactively accompanying and serving businesses and investors

Hue City is demonstrating strong proactivity and determination in attracting and supporting businesses and investors.

With the motto "clear on people, clear on work, clear on responsibility" and the spirit of "running while queuing," Hue is making every effort to build a favorable, transparent, and effective investment environment, contributing to the sustainable acceleration of the local economy.

Impressive Growth Signals

Recently, Hue City has actively removed difficulties and accelerated the progress of key projects, creating strong momentum for socio-economic development.

In the first months of 2025, a series of major projects were initiated and commenced, such as: the Creanza high-tech quartz sand processing plant (2,187 billion VND); the Dat Phuong ultra-white glass production plant (2,000 billion VND); the Chan May Logistics Center (1,514 billion VND); two social housing projects in the An Van Duong urban area; a commercial-service-hotel complex; and the FPT Hue education complex. These projects not only create hundreds of new jobs but also contribute significantly to the local budget, realizing the city's goal of double-digit economic growth.

According to Mr. Nguyen Van Phuong, Deputy Secretary of the City Party Committee and Chairman of the Hue City People's Committee, Hue City is making great efforts and providing decisive direction to accompany investors in resolving difficulties, promoting socio-economic development, and prioritizing resources for key projects. Notably, the public investment disbursement rate reached over 67%, placing Hue City among the highest in the country.

Furthermore, Hue continues to maintain its position at the top nationwide for administrative reform and improving the Provincial Competitiveness Index (PCI). A significant highlight is the official operation of the two-tier local government model since July 1, 2025. Hue City has implemented a strong administrative reform: reorganizing 133 commune-level administrative units into 40 new ones and streamlining 30% of specialized agencies under the People's Committee. The commune-level public administrative system has gone into operation simultaneously, with an online document processing rate of nearly 88%. With the "clear on people, clear on work, clear on responsibility" approach, Hue City aims to both accelerate reform and transparently operate the new government, putting people and businesses at the center of its service.

"Running While Queuing" - Providing the Best Support for Businesses

With the mission of "making every effort to serve businesses best," the Hue City Investment, Trade, and Business Support Promotion Center (Hue IPBSA) has been implementing a synchronized range of activities to provide comprehensive, continuous support to investors and businesses.

To help businesses access information and investment opportunities easily, Hue IPBSA regularly updates and publicizes a list of projects calling for investment on an annual basis through official channels such as the Center's website, social media platforms, and at investment promotion conferences and events.

The Center compiles and publishes bilingual publications introducing the city's investment potential and advantages, digital planning maps, and engaging promotional video clips, helping investors easily access information and get an overview of the city's development orientation and investment opportunities.

Simultaneously, the Center assigns dedicated staff to monitor projects and support and accompany investors throughout the process of coordinating with departments, agencies, and localities. The support focuses on procedures such as business registration, land, construction, environment, and other related administrative procedures. The goal is to shorten implementation time, promptly resolve bottlenecks, and ensure that projects are implemented on schedule and efficiently.

In particular, the Center acts as a focal point to provide information and updates on various types of planning: provincial master plan, city general plan, sub-regional plan, land use plan, three types of forest plans, and other relevant specialized plans. Instead of investors having to visit each agency for information, the Center's staff will proactively coordinate with relevant units to help integrate project information into the planning system, saving investors time and costs.

The Director of the Hue City Investment, Trade, and Business Support Promotion Center stated that on the morning of July 31, Hue IPBSA organized a program to support and guide the People's Committees of wards and communes in preparing dossiers for the approval of investment policies for non-budgetary projects in Hue City.

"This is one of the specialized connection activities to support localities in implementing projects as smoothly as possible while awaiting the amendment to Decree No. 31/2021/ND-CP. The principle is that we don't wait for the Decree to be issued; we ‘run while queuing’ to prepare simultaneously, ensuring that support for non-budgetary projects is not interrupted," emphasized Ms. Nguyen Thi Bich Thao.

According to the assessment of the units attending the program on the morning of July 31, organizing the support and guidance program for the People's Committees of wards and communes on preparing investment policy approval dossiers for non-budgetary projects demonstrates Hue IPBSA's proactivity in assisting localities while awaiting the amended Decree 31. This is a content area that has long been fraught with difficulties and obstacles in practice due to the complexity of the legal process and the lack of specialized resources at the grassroots level. Through the program, specialized staff at the People's Committees of wards and communes were given specific instructions on the order and procedures for preparing investment policy approval dossiers for projects using non-budgetary capital.

In addition to technical support, the program also plays an important role in enhancing the capacity and professional development of local officials. The highly practical content shared helped localities better understand their role in the investment cycle, enabling them to be more proactive in coordinating with relevant agencies to accelerate progress and ensure legal compliance and investment efficiency.

The program also created a networking space between specialized units, including the agency responsible for public investment and representatives from wards and communes. Through direct exchange, localities could better grasp the available support resources and establish communication channels for continued consultation and support throughout the project implementation process.

With a specific, practical approach tied to grassroots needs, Hue IPBSA's support activities have helped resolve bottlenecks in preparing investment dossiers. This confirms its role as a technical and legal bridge between different levels of government, contributing to the promotion of sustainable and effective investment attraction in Hue City.
