Ms. Bui Thi Minh Hoai appointed as Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations

On the morning of 4 November, the Standing Board of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations held a conference to announce the Politburo’s personnel decision. Accordingly, Ms. Bùi Thị Minh Hoài, Secretary of the Ha Noi Party Committee, was assigned by the Politburo to hold the position of Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations.

At the conference, Mr. Hoàng Đăng Quang, Deputy Head of the Party Central Committee’s Organization Commission, announced the Politburo’s decision for Ms. Bùi Thị Minh Hoài, Secretary of the Ha Noi Party Committee, to cease participation in the Party Executive Committee and the Standing Executive Committee of Hanoi city and to be relieved of the position of Secretary of the Ha Noi Party Committee; while being transferred to join the Secretariat of the 13th Party Central Committee, the Executive Committee, and the Standing Executive Committee, and to hold the position of Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations.

At the event, Party General Secretary Tô Lâm presented the Politburo’s decision and offered flowers to congratulate the newly appointed Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations.

Speaking at the conference, Party General Secretary Tô Lâm stated that the Politburo had decided to transfer, assign, and nominate a number of officials under the management of the Politburo and the Party Central Committee's Secretariat. 

The Party General Secretary also stated that along with the Politburo’s decision to assign Ms. Bùi Thị Minh Hoài as Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations, the Politburo would soon report to the Party Central Committee to nominate her for election as President of the Viet Nam Fatherland Front Central Committee.

The Party General Secretary emphasized that Ms. Bùi Thị Minh Hoài is a cadre who has grown from the grassroots level, with extensive experience in mass mobilization, unity-building, and public engagement. From her tenure at the former Central Commission for Mass Mobilization and during her assignment as Secretary of the Ha Noi Party Committee, Ms. Hoài worked closely with the city’s agencies to excellently fulfill the assigned tasks.

During the past term, Ha Noi successfully completed all targets and objectives set by the Party’s and city’s resolutions. The capital city’s appearance has become more modern, and its growth rate has increased 1.4 times compared to before. “The achievements of Ha Noi bear the contributions of the Party Committee members, particularly of Secretary and Head of the Ha Noi National Assembly Delegation, Ms. Bùi Thị Minh Hoài,” Party General Secretary Tô Lâm emphasized.

He also expressed confidence that both Ms. Bùi Thị Minh Hoài and Mr. Đỗ Văn Chiến would successfully fulfill their newly assigned duties.

In her remarks upon assuming office, Ms. Bùi Thị Minh Hoài, Secretary of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations, affirmed her deep awareness that the task entrusted by the Party is both an honor and a responsibility. She pledged to uphold a pioneering, exemplary spirit, to work in solidarity and unity with the leadership collective, to overcome all difficulties and challenges, and to successfully fulfill the assigned tasks, thereby implementing the resolutions of the 1st Congress of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations for the 2025–2030 term and contributing to the implementation of the Resolution of the 14th National Party Congress.

Ms. Bùi Thị Minh Hoài was born in Thanh Liêm District, Hà Nam Province (now Ninh Bình Province). She holds a master’s degree and a bachelor’s degree in law. She is a Politburo member, Secretary of the 13th Party Central Committee, and has been a member of the Party Central Committee for the 9th (alternate), 11th, 12th, and 13th tenures.

Ms. Bùi Thị Minh Hoài has held various positions, including: Vice-Chairwoman of the Provincial Party Inspection Commission; Vice-Chairwoman of the People’s Council of Hà Nam Province; Head of the Mass Mobilization Commission of the Hà Nam Provincial Party Committee; Secretary of the Party Committee of Phủ Lý City (formerly of Hà Nam); Vice-Chairwoman and then Permanent Vice-Chairwoman of the Viet Nam Farmers’ Union; Deputy Head and then Permanent Deputy Head of the Party Central Committee’s Inspection Commission.

At the 13th National Party Congress in 2021, Ms. Bùi Thị Minh Hoài was re-elected to the Party Central Committee and elected to the Party Secretariat for the 2021–2026 term.

In April 2021, she was assigned as Head of the Party Central Committee’s Mass Mobilization Commission. At the 9th Plenum of the 13th Party Central Committee, Ms. Hoài was additionally elected to the Politburo.

In July 2024, the Politburo decided to assign Ms. Bùi Thị Minh Hoài, then Head of the Party Central Committee’s Mass Mobilization Commission, to hold the position of Secretary of the 17th Ha Noi Party Committee. On 17 October, at the 18th Congress of the Ha Noi Party Committee, she was re-elected Secretary of the 18th Ha Noi Party Committee for the 2025–2030 term.
