Restructuring agricultural sector, improving product quality and value

The government has issued Resolution No. 85/NQ-CP on the government’s action programme to implement Conclusion No. 219-KL/TW (dated November 26, 2025) of the Politburo on continuing the implementation of Resolution No. 19-NQ/TW (dated June 16, 2022) of the Party Central Committee (13th tenure) on agriculture, farmers, and rural areas towards 2030, with a vision to 2045.

The resolution requires that, based on their assigned functions, tasks, and authority in state management, all ministries, ministerial-level agencies, government agencies, and People’s Committees of provinces and cities must closely follow the set orientations, tasks, and solutions, focusing on fully, comprehensively, and effectively implementing seven key tasks and solutions.

Among these are several major tasks, including: renewing communication work to ensure unified awareness and action regarding agriculture, farmers, and rural areas, in association with environmental protection and the effective management and use of resources; and reviewing and fully improving institutions and policies on agriculture, farmers, rural areas, resource management, and environmental protection to create new drivers for development. Efforts will be stepped up to restructure the agricultural sector, improving productivity, quality, and added value of products, as well as the efficiency of production and business activities in agriculture, forestry, and fisheries.

The role, status, and ownership capacity of farmers will be enhanced, alongside comprehensive improvements in the living standards of farmers and rural residents. Rural development will be promoted in a modern and smart direction, in connection with industrialisation and urbanisation as well as transformation of the growth model. Balanced implementation will be ensured between economic, cultural, and social development, and ecological environmental protection, closely combining infrastructure investment with improvements in living standards and the preservation of cultural identity.

The resolution also calls for continued improvement and breakthroughs in building synchronised and modern infrastructure for agriculture and rural areas, as well as for resources and the environment; increasing investment from the state budget while mobilising all social resources to participate in investment; improving the efficiency of resource management and utilisation, environment protection, and enhancing adaptability to climate change; and promoting the restructuring of the agricultural sector towards improving productivity, quality, the added value of products, and the efficiency of production and business of agricultural, forestry, and fisheries products.

Continuing to strengthen and develop the collective economy and cooperatives effectively and modernly, linked to value chains and sustainable livelihoods in rural areas. Prioritising support for agricultural cooperatives applying high technology, digital transformation, and linking production and consumption with businesses; and agricultural cooperatives participating in the development of concentrated agricultural raw material areas.
