The 11th National Congress of the Vietnam Fatherland Front: A milestone of innovation and development

On the morning of May 12, in Hanoi, the 11th National Congress of the Vietnam Fatherland Front for the 2026–2031 term officially commenced. Delivering the opening speech, Ms. Bùi Thị Minh Hoài—Member of the Politburo, Secretary of the Party Central Committee, Secretary of the VFF Party Committee, and Chairwoman of the VFF Central Committee—stated that the Congress is taking place in an atmosphere where the entire Party, people, and army are striving to successfully implement the Resolution of the 14th National Party Congress, aiming to build a wealthy, strong, prosperous, civilized, and happy Vietnam.

According to VFF Chairwoman Bùi Thị Minh Hoài, following a serious and meticulous preparation process and with the approval of the Politburo, the 11th National Congress of the VFF is solemnly organized in the thousand-year-old capital of Hanoi. This is a socio-political event of particularly significant importance, receiving profound interest from all walks of life domestically and the Vietnamese community abroad.

During the solemn moments of the congress, Ms. Bùi Thị Minh Hoài and the delegates respectfully paid tribute to the great contributions of President Hồ Chí Minh. She affirmed that his life, revolutionary career, and ideology of great national unity will forever be a torch lighting the way for the entire Party, people, and army to overcome difficulties and challenges to build a prosperous, civilized, and happy country.

The Congress also expressed deep gratitude to revolutionary veterans, Vietnamese Heroic Mothers, martyrs, Heroes of the People's Armed Forces, Labor Heroes, war invalids, sick soldiers, families with meritorious services to the country, and generations of compatriots and soldiers who sacrificed and contributed to the cause of national liberation, construction, and protection of the Fatherland.

On behalf of the Presidium of the Congress, Ms. Hoài expressed sincere thanks for the comprehensive leadership and guidance of the Party Central Committee, the Politburo, and the Party Secretariat, led by Party General Secretary and State President Tô Lâm. She also thanked the coordination of the National Assembly, the Government, ministries, central agencies, and localities during the preparation of the congress.

She also acknowledged and highly appreciated the intellectual and enthusiastic contributions of intellectuals, artists, scientists, members of the VFF Central Committee, and people across the country toward finalizing the documents presented to the congress.

Assessing the results of the previous term (2024–2026), Ms. Bùi Thị Minh Hoài stated: "Under the leadership of the Party, the coordination of the State, the National Assembly, the Government, and the consensus of the people, the Front system has constantly innovated its content and methods of operation, promoting its role as the center of great national unity."

According to the Chairwoman, the Front has actively participated in building the Party and the government; improved the efficiency of monitoring and social criticism; cared for and protected the legal and legitimate rights and interests of the people; and promoted democracy while strengthening social consensus.

One of the prominent highlights of the term was the VFF’s proactive coordination with relevant agencies to participate in drafting and gathering public opinions on the draft Resolution to amend and supplement several articles of the Constitution of the Socialist Republic of Vietnam. Additionally, the Front made significant contributions to the success of the elections for the 16th National Assembly and People's Councils at all levels for the 2026–2031 term.

Furthermore, campaigns and patriotic emulation movements continued to be deployed extensively, creating a widespread impact in society. Support for the poor, the vulnerable, and people affected by natural disasters and floods was carried out promptly, contributing to the realization of the policy "leaving no one behind."

"The 11th National Congress of the VFF takes place as the country enters a new stage of development with interwoven opportunities and challenges. The entire nation is determined to realize the aspiration of developing a prosperous country, building an independent, self-reliant economy, and integrating deeply internationally," said Ms. Bùi Thị Minh Hoài.

This is also the first congress of the VFF to operate under a new model after completing the reorganization of socio-political organizations and affiliated mass associations. The Congress is responsible for discussing and comprehensively evaluating the results of the 10th Congress's Resolution; determining the directions, goals, and action programs for the 2026–2031 term; amending and supplementing the VFF Charter; and consulting to elect the leadership bodies for the new term.

With the spirit of "Unity - Democracy - Innovation - Creativity - Development," Ms. Hoài requested delegates to uphold their sense of responsibility and wisdom, contributing enthusiastic and high-quality opinions so that the Congress truly becomes an important milestone in the process of innovation and improving the efficiency of the VFF's activities in the new period.

Expressing confidence in national traditions, the power of great national unity, and the leadership of the Party, Ms. Hoài affirmed that the country would certainly achieve the two 100-year strategic goals, striving to become a developed, high-income country by 2045, where the people enjoy a prosperous and happy life.
