Prime Minister Pham Minh Chinh recently presided over a meeting to assess 2024 activities and outline key tasks for the Government and local authorities in 2025. The event was conducted in a hybrid format, combining online and in-person participation.
At the event, after delegates discussed and evaluated the 2024 outcomes and proposed tasks and solutions for 2025, and General Secretary To Lam delivered a directive address, Prime Minister Pham Minh Chinh gave a follow-up speech and formally concluded the proceedings.
Outstanding outcomes
Prime Minister Pham Minh Chinh emphasized, clarified and summarized key points, noting that Vietnam's socioeconomic recovery remained strong in 2024, with all 15 key targets achieved, 12 of which exceeded expectations.
Highlighting outstanding achievements, he said that GDP growth enhanced the scale and global ranking of Vietnam's economy, as well as improvements in per capita income and labor productivity.
According to General Secretary To Lam, given the convincing figures and results presented in the Government's reports, along with the opinions from central and local agencies, we can affirm that we have successfully and comprehensively achieved our socioeconomic development goals in the challenging year of 2024, with several milestones marking significant progress at the national, regional and international levels. |
Budget revenue exceeded the target by VND337 trillion. Despite tax, fee and charge reductions totaling nearly VND200 trillion, fiscal management remained efficient. At the start of the year, 10% of regular expenditures were redirected to key projects, while 5% (around VND6 trillion) was reserved mid-year to address temporary and dilapidated housing for citizens. Other major balances demonstrated significant surpluses.
Notably, the happiness index advanced by 11 places to rank 54th out of 143 countries and territories (according to the United Nations). The ultimate goal is to make people happy and prosperous.
“These results are a testament to our outstanding efforts of special significance to create momentum, strength, position, trust and hope to achieve better outcomes and heighten autonomy in 2025 and the 2026-2030 period,” he said.

Regarding tasks for 2025, Prime Minister Pham Minh Chinh emphasized that as the final year of the 2021-2025 five-year plan, it is important to review the progress of its targets and tasks. He urged efforts to build on achieved and surpassed goals while striving to complete any unmet targets to ensure the best possible outcomes for the plan.
Furthermore, it is essential to prioritize refining the organizational apparatus to ensure seamless, efficient, and effective operations. Focus must also be placed on successfully organizing major national holidays and significant events, including the 95th anniversary of the Party, the 50th anniversary of the Liberation of the South and National Reunification, the 135th anniversary of President Ho Chi Minh's birth, and the 80th National Day anniversary. Additionally, efforts should be directed toward successfully conducting Party congresses at all levels in preparation for the 14th National Party Congress.
In that context, the Government, central agencies and localities fully embraced the motto: “Disciplined and responsible, proactive and timely, streamlined and effective, accelerating and transformative.” They also adhered closely to the principle: “What the Party leads, the Government unites, the National Assembly concurs, the people support, and the Fatherland expects must be implemented thoroughly and decisively.”
The meeting reached consensus on the reported directions, tasks and solutions. Prime Minister Pham Minh Chinh emphasized the importance of thoroughly synthesizing and incorporating all opinions, particularly the guidance and directives of General Secretary To Lam, to promptly finalize and submit Resolution 01 and Resolution 02 for issuance in the early days of 2025.

Key tasks and solutions in 2025
Accordingly, priority will be given to fostering growth, maintaining macroeconomic stability, controlling inflation, and ensuring key economic balances. With a growth target of at least 8%, the government will review and assign specific growth targets and tasks to ministries, agencies, and localities.
Developing growth scenarios, with emphasis on refreshing traditional growth drivers (investment, consumption and export); creating breakthroughs to catalyze new growth drivers, new and advanced production forces (digital transformation, green transformation, semiconductor, big data, artificial intelligence, internet of things, cloud computing, optoelectronics, biomedicine, cultural industry, entertainment industry and clean energy).
Developing breakthrough policies to engage social resources, effectively unlocking corporate resources, strongly developing private businesses (striving for this sector to contribute 65-70% of GDP).
Effectively implementing the key points of Resolution 18; speeding up the arrangement of the “Refined - Lean - Strong - well-performed - Effective - Efficient” apparatus. Prime Minister Pham Minh Chinh emphasized that tasks that can be immediately accomplished should be carried out as directed, while those that cannot be completed should be reported to the relevant authorities for resolution after considering constructive feedback. He highlighted that government agencies have already reduced internal points by an average of 30%, with some areas achieving reductions of up to 50%. This effort will contribute significantly to restructuring the bureaucratic apparatus.
Effectively carrying out the Government's Action Program for implementation of Resolution 57 of the Politburo on science-technology, innovation and digital transformation. This is also a new driving force in science, technology and innovation. The deployment will require tremendous force and drastic actions with proper methods and approaches.
Accelerating the implementation of three strategic breakthroughs, the focus will be on building and refining institutions, fostering “breakthroughs of breakthroughs,” and promoting “open policies, seamless infrastructure, and smart administration.” These efforts aim to reduce compliance costs for citizens and businesses, lower logistics and input business costs, enhance product competitiveness, and improve labor productivity.
Strongly developing strategic infrastructure; researching and exploiting outer space, sea space and underground space; striving to complete 3,000 km of expressways and over 1,000 km of coastal roads by the end of 2025; basically completing Long Thanh Airport, expanding Tan Son Nhat Airport and Noi Bai Airport; commencing the construction of the railway linked to China and continuing urban railway projects in Hanoi and Ho Chi Minh City; completing the construction of feasible projects of North-South high-speed railway and Ninh Thuan nuclear power plant; building international financial centers in Ho Chi Minh City and Da Nang City; and focusing on developing social, medical, educational, cultural and sporting infrastructure.

Training and developing human resources, especially high-quality personnel; effectively implementing the project of training 50,000-100,000 semiconductor engineers.
Developing culture, ensuring social security, proactively preventing and combating natural disasters, and responding to climate change; strongly promoting philanthropy, patriotism and compatriotism, which are also great resources.
Developing culture as an endogenous strength; boosting the development of cultural industry and entertainment industry; successfully celebrating major holidays and important events of the country in 2025.
Prioritizing the welfare of the poor, individuals with recognized contributions to the revolution, disadvantaged groups, ethnic minorities, and people in remote areas, efforts will focus on eliminating temporary and dilapidated housing, aiming to construct 100,000 social housing units in 2025.
Executing major projects: Projects to prevent landslides, subsidence, flooding, drought and salinity in the Mekong Delta; projects to prevent landslides in northern and central mountainous areas; projects to prevent air pollution in major cities; and projects to tackle traffic congestions.
Maintaining independence and sovereignty, ensuring political stability, social order and safety; reinforcing national defense and security strength; building a deep and extensive national defense posture, a comprehensive people's security posture, and a solid public confidence posture.
Promoting foreign affairs and international integration, maintaining a peaceful, cooperative and developing environment for national construction.
Enhancing Party construction and political system development, the focus will be on strengthening the capacity, leadership and combat effectiveness of the Party and its members. Efforts will include innovating Party leadership, particularly through the example-setting approach, and reinforcing inspection and supervision. A strong emphasis will be placed on preventing and combating corruption, waste and misconduct.
Removing difficulties and obstacles for longstanding projects in localities, especially real estate projects, energy projects, land projects, public assets projects and projects in Hanoi, Ho Chi Minh City and other localities.
“The Government, each member of the Government, and leaders of central and local agencies pledge to uphold solidarity, unity and responsibility to the Party, the State and the people. Together with the citizens and soldiers nationwide, the business community, and all civil servants and workers, we will fulfill the 2025 plan, creating momentum, strength, confidence, hope, and a solid foundation to guide the country into a new era - an era of prosperous development,” said Prime Minister Pham Minh Chinh.
