Hanoi outlines four urgent priorities for investment-led growth from 2026

Hanoi has approved four urgent priorities aimed at accelerating public investment, upgrading major urban corridors, and supporting GRDP growth of at least 11% from 2026, as the capital enters a new development phase.

The priorities are outlined in a resolution adopted by the 18th Standing Board of the Hanoi Party Committee on January 25 and are expected to directly shape the city’s strategic goals for the 2026-2030 period and beyond.

Under the resolution, Hanoi will revise and supplement its city-level public investment plan for 2026 to ensure sufficient resources for key projects and sustain growth momentum.

The city will also adjust the Hanoi Housing Development Program for 2021-2030 and the proposal on multi-purpose urban areas across the capital.

At the same time, the Hanoi Party Committee approved investment in several major projects under National Assembly Resolution No. 258/2025/QH15 dated December 11, 2025.

Accordingly, Hanoi will invest in upgrading the West Lake area and its scenic lakeside transport corridor and develop the National Highway 1A spatial axis combined with urban renovation and redevelopment.

Both projects will use the public-private partnership model under build-transfer (BT) contracts.

The items reviewed at the thematic conference focused on urgent priorities that directly affect the implementation of the city’s strategic goals for the 2026-2030 term and beyond.

These initiatives aim to improve urban infrastructure, accelerate public investment and support GRDP growth of at least 11% in 2026 and subsequent years, while contributing to a cultured, civilized and modern capital.

During discussions, delegates highlighted land clearance and resettlement as persistent challenges.

Nguyen Dinh Khuyen, a member of the Hanoi Party Committee and Secretary of the Tay Ho Ward Party Committee, said the multi-purpose urban area proposal offers a practical solution to long-standing bottlenecks and could facilitate land clearance for major projects such as the Red River development and the Olympic Urban Area.

Hanoi Party Secretary Nguyen Duy Ngoc said that swift implementation of the approved priorities represents a concrete step in realizing the Resolution of the 18th Hanoi Party Congress and the spirit of the 14th National Party Congress.

He said these efforts will directly support growth of at least 11% in 2026 and throughout the 2026-2030 period.

Ngoc added that the conference outcomes will help shape three core development pillars for the capital: institutions, planning and a new development model aligned with a double-digit growth trajectory, with a long-term vision extending 100 years and beyond.

The Hanoi Party Committee assigned the Party Committee of the municipal People’s Committee to fully absorb feedback, refine the proposals and complete all procedures in line with regulations, he said.

Ngoc also directed the municipal Party Inspection Commission to develop inspection and supervision plans for approved proposals and projects to accelerate implementation and promptly address emerging issues.

Meanwhile, the Commission for Publicity, Education and Mass Mobilization will guide communication efforts to ensure timely, accurate dissemination of the Party Committee’s resolutions, helping build public understanding, consensus and active participation.

The Hanoi Party Chief also called on media organizations to actively coordinate communication efforts so the public clearly understands the policies, helping foster consensus and shared commitment to the capital’s development.

“These urgent tasks require unity, urgency and accountability from Party organizations at all levels to act quickly, correctly, effectively and decisively,” Ngoc said.

He cited guidance from Party General Secretary To Lam and the Party Central Committee, emphasizing that every policy decision and investment project must preserve traditional values while shaping cultural spaces.

He stressed that projects must also strengthen innovation capacity, improve living standards and deliver clear breakthroughs as early as 2026.
