Ms. Giap Thi Hai, Permanent Deputy Secretary of the Luc Nam Commune Party Committee, stated that Luc Nam has clearly defined its strategy: "To develop the economy, the administrative apparatus must first run smoothly. To attract social resources, the Party Committee and local authorities must stay close to the people, act decisively, and take responsibility. To help the private sector thrive, the administrative environment must first be transparent, open, and efficient."

At the Public Administration Service Center, each processed file serves as a "yardstick" for the quality of the government's service. In addition to receiving applications and returning results, communal officials and public servants are required to provide clear guidance, dedicated explanations, and timely processing to minimize the need for people to travel back and forth multiple times.
