No. 02 Hung Yen Industrial Park: A model supporting industry hub
No. 02 Hung Yen Industrial Park (296 hectares, with total investment of nearly VND 2.823 trillion), developed by Hoa Phat Group, is envisioned as one of the most modern model supporting industry parks in the Capital Region.
On the morning of 2 June 2026, Hoa Phat Group held the groundbreaking ceremony for No. 02 Hung Yen Industrial Park (IP), located across Yen My, Viet Tien and Xuan Truc communes in Hung Yen Province. The project covers 296 hectares, of which Phase 1 accounts for 235 hectares, with a total investment of nearly VND 2.823 trillion. This is Hoa Phat’s third industrial park and its first supporting industry park in Hung Yen.
Hoa Phat Group held the groundbreaking ceremony for No. 02 Hung Yen Industrial Park on the morning of 2 June 2026 across Yen My, Viet Tien and Xuan Truc communes.
The ceremony was attended by Mr. Pham Quang Ngoc, Secretary of the Hung Yen Provincial Party Committee; Mr. Nguyen Manh Quyen, Chairman of the Hung Yen Provincial People's Committee; together with leaders of provincial departments, agencies and local authorities from Yen My, Viet Tien and Xuan Truc communes.
Representing Hoa Phat Group were Mr. Hoang Quang Viet, Member of the Board of Directors of Hoa Phat Group and Chairman of Hoa Phat Urban Development and Construction JSC; Mr. Tran Kien Cuong, Director of Hoa Phat Urban Development and Construction JSC and Director of the Industrial Park Infrastructure Development Company, along with management representatives from units under Hoa Phat Real Estate Corporation.
Planning Vision: Three Growth Zones and Two Strategic Development Corridors
Speaking at the groundbreaking ceremony, the Chairman of the Hung Yen Provincial People's Committee stated that following administrative consolidation and under the guidance of the central government, the province had proactively reviewed and approved adjustments to the Hung Yen Provincial Master Plan for 2021–2030, with a vision to 2050.
Under the revised plan, Hung Yen is structured into three development zones:

The northern zone will focus on urban development, services and high-tech industries, leveraging its position as a gateway to Hanoi.

The central zone is designated as the political, administrative and urban centre, linked with the restoration of the historic Pho Hien area to promote cultural industries, tourism and services.

The southern zone is planned as a large-scale agricultural production area while accelerating the formation of a free economic zone associated with the marine economy.

The province is also prioritizing the development of strategic transportation corridors that will serve as economic growth drivers. These include a North-South Development Corridor connecting Ring Road 4 to the coast, stretching 89 km with a 180-metre cross-section and a maximum speed of 120 km/h, enabling travel times of under one hour. Another key project is a 42-km corridor linking the provincial centre to Gia Binh Airport, featuring a 90-metre cross-section integrated with a metro railway system.
In the first quarter of 2026, thanks to coordinated efforts across the political system, businesses and local communities, Hung Yen recorded positive socio-economic results, achieving GRDP growth of 10.43%, ranking among the top four provinces nationwide.
Industrial park projects remain central to maintaining this double-digit growth trajectory. The province acknowledged and commended the efforts of local authorities and residents in Yen My, Viet Tien and Xuan Truc communes, as well as households that supported land clearance activities.
"We request the investor to concentrate resources, accelerate the completion of technical infrastructure, and attract secondary investors into manufacturing and business activities at the earliest opportunity, making a meaningful contribution to local economic development," the Chairman stated.
To continue attracting investment and support the province's double-digit growth target, Hung Yen is actively reviewing and expediting the implementation of both public and private investment projects, including industrial parks and industrial clusters.
The infrastructure development project for No. 02 Hung Yen Industrial Park, developed by Ly Thuong Kiet Industrial Park Infrastructure Development JSC, a member of Hoa Phat Group, is among the province's key investment projects. It has been approved by the provincial authorities with an area of 235 hectares and total investment exceeding VND 2.8 trillion.
The Chairman of the Provincial People's Committee also expressed appreciation for the efforts of local authorities, provincial departments, the industrial park developer and farming households that supported land acquisition and site clearance, making the groundbreaking ceremony possible.

Shared Responsibility: Government, Communities and Businesses Working Together
The Chairman of the Provincial People's Committee called on all relevant agencies and the investor to focus on several priorities to accelerate implementation and attract investment into the industrial park.
For provincial departments, agencies and the three communes of Yen My, Viet Tien and Xuan Truc, he requested continued support for the investor throughout project implementation, particularly in resolving bottlenecks, shortening administrative procedures, and providing regular supervision and guidance to ensure the industrial park develops as a modern, well-regulated and environmentally friendly industrial zone.
The provincial Industrial Parks Management Board was assigned to continue monitoring progress, coordinating solutions to challenges and advising the provincial government on measures to ensure timely project completion and operation.
For the investor, he emphasized the need to mobilize all available resources to rapidly complete infrastructure development and attract secondary investors, maximizing the project's effectiveness and contributing to socio-economic development in Yen My, Viet Tien and Xuan Truc communes, as well as Hung Yen Province as a whole.

"Hoa Phat identifies No. 02 Hung Yen Industrial Park as an important link in its strategy to build a modern industrial ecosystem in Hung Yen, helping position the province as a supporting industry and high-tech manufacturing hub for the Capital Region. We will be ready to receive investors from September 2026," Mr. Viet said.
The industrial park enjoys a strategic location at the Yen My interchange, directly connecting the Hanoi-Hai Phong Expressway and the Hung Yen-Thai Binh Expressway. It is located 20 km from central Hanoi, 65 km from Noi Bai International Airport, 25 km from Gia Binh International Airport and 87 km from Dinh Vu Port in Hai Phong.
Operating under a supporting industry model, the park aims to attract manufacturers in electronics and telecommunications, precision engineering, automation, semiconductors and other high-value-added industries. It is expected to serve as a key connection point between supporting industry manufacturers and technology corporations from both Viet Nam and abroad.
Technical infrastructure is being developed comprehensively from the outset. Facilities include a 110/22kV substation with a capacity of 2x63 MVA located within the park, a clean water supply system connected directly to factory boundaries with a capacity of 20,000 cubic metres per day, and a centralized wastewater treatment plant with a capacity of 7,000 cubic metres per day, expandable according to demand. Green spaces and water features account for nearly 14.2% of the total area.
Complementing the industrial park network, Hoa Phat is also developing a worker housing and social housing project in Yen My Commune comprising nearly 9,000 apartments, located approximately 5 km from No. 02 Hung Yen Industrial Park, to meet accommodation needs for workers employed in industrial parks across the province.
