Bao Dai Commune (Bac Ninh) breaks through from industrial planning and urbanization
Turning the pressure of administrative merger into a driving force for development, Bao Dai commune is fully focusing on its urbanization roadmap and realizing its vision to become a new industrial-service hub of the region.
Speaking with the Business Forum, Mr. Vu Van Son, Chairman of the People's Committee of Bao Dai Commune, stated that Bao Dai commune is becoming a typical bright spot of proactive spirit, turning the pressure of merger into a breakthrough motivation to realize the aspiration for wealth, civility, and modernity.
The commune's perspective is to ensure that citizens and businesses face no delays due to changes in administrative boundaries. Furthermore, it aims to enhance transparency and efficiency, elevating the local public administrative governance to a new height.

A Foothold from Urban Projects
Chairman of the Commune People's Committee Vu Van Son shared that no matter how well agriculture develops, it will hit a ceiling without the synchronous development of urban infrastructure. To create momentum for this roadmap, land acquisition and site clearance for large projects present a major challenge for the local government. The event on April 8, 2026, when the Residential Area No. 2 Project in Bao Dai commune achieved an absolute 100% success rate in compensation and site clearance, became a profound lesson in mass mobilization work.
The project covers a scale of 10 hectares, invested by Hawee Park Land Joint Stock Company, directly affecting 136 households—interestingly, 100% of these households are Catholic followers residing in Thanh Gia 1 village. Achieving 100% consensus among Catholic households to hand over the land without any complaints or lawsuits was the result of a straightforward, public, and transparent dialogue process conducted by the local authorities and mass organizations.

Compensation plans for residential land, rice cultivation land, assets on land, support for vocational training, job transition, and livelihood stabilization were fully constructed in accordance with legal regulations, putting the legitimate interests of the people above all else. This consensus is a powerful testament to the fact that when the government understands the people and puts their benefits at the center, public alignment will follow, and any barrier to development can be overcome.
Breakthrough in Industry and Services: A Strategic Vision to Seize Opportunities
The merger problem forces Bao Dai to search for a more powerful growth engine. A vast area spanning over 83 km² with a population of nearly 60,000 people, yet currently without a single large-scale operating Industrial Park, remains a major concern for local leaders. This reality has led to a situation where the commune's young, abundant workforce has to migrate to work for companies outside the commune or province, causing a waste of local resources and restraining local budget revenue.
Deeply conscious of this strategic bottleneck, the People's Committee of Bao Dai Commune, with consensus within the Standing Committee of the Party Committee, proactively conducted a land fund review and assessed geographical location advantages to build a breakthrough proposal report sent to the Department of Industry and Trade and the Provincial Industrial Zones Management Board.
Bao Dai possesses unique advantages in transport connectivity infrastructure, located adjacent to vital lifelines such as National Highway 31, National Highway 37, and Provincial Road 295. It connects closely with the intersection of the Bac Giang - Lang Son expressway, and notably features a railway line running through Bao Son station that links directly to Quang Ninh province—the northern gateway for maritime imports and exports. Based on this infrastructural foundation, the locality has proposed adding a highly ambitious system of large-scale industrial zones and clusters to the master plan:

This strategic vision is not merely about asking for mechanisms to plan land but is a proactive step to construct a sustainable, interconnected regional space for urban, industrial, and service development. Shifting the economic structure towards increasing the proportion of industry and attracting high-quality investment inflows is the breakthrough step that will help Bao Dai maximize its post-merger scale advantages. This will definitively resolve the local employment problem, increase budget revenue, guarantee national defense and security, and protect the ecological environment.
The Journey Towards a Prosperous, Civilized Future
Stepping into a new phase and facing greater challenges in turning industrial and urbanization plans into reality, the road ahead for Bao Dai will undoubtedly encounter many difficulties. This requires more drastic involvement from all levels and sectors, from central to local governments, in appraising, approving, and supporting infrastructure investment. However, with the fire of determination tested through the first year of unification and with the forged spirit of nationwide solidarity, Bao Dai is steadily breaking through on its transformation journey, asserting its position as a new development center: prosperous, civilized, and sustainable!
